Accessing the internet via WiFi should be much faster than via 3G. If not, then you probably have WiFi Multimedia (WMM) activated on the WiFi router. This is a Quality of Service (QOS) feature that prioritizes traffic, but for some reason, it severly chokes download speeds to the iPhone (and possibly other mobile devices as well).
To turn it off, log into your wireless router, and look for QOS under the wireless settings. It may be called WMM or 802.11e.
