hey -- worked on outboards for many years-- mostly Johnson-Evinr-----most of time this can mean many things-- water in gas- jets in carb. need cleaning- most likely-- gas tank not vented or bad fuel line from tank to motor---- and also water in lower unit-hope this helps---
