Noble gases have completely filled orbitals / energy levels. They generally have 8 valence electrons (helium has only 2) and have stable electronic configuration. Hence they are chemically inert and generally do not form compounds under normal conditions.

Why noble gases are highly reactive?

Noble gases are not reactive. They are inert. That's why they are called noble gases. Just as the human nobility does not lower itself to associate with the lower classes, so do noble gases not combine with lesser elements. They remain aloof.
