When you are making a model rocket out of paper you need a nose cone that will be sharp enough to glide through the air. If you nose cone is more round and circular then sharp then the air will go right through the hole and not make the rocket go anywhere. If you have a rocket with a nose cone that is sharp and does not have a gap in it, the air will not escape the rocket and will shoot it off into the air. The nose cone can be big or small depending on how big you rocket is. The rocket will most likely launch correctly if you follow the steps to make it no matter what design you have.

Rockets operating in the atmosphere need to be aerodynamic to reduce drag. A rocket propelled vehicle in outer space would not need to be constrained by those considerations.
