If a person is not prohibited from owning a gun there is no reason to forbid them carrying it. A person is the same inside or outside their house.

Guns can be very useful for personal defense, especially for people who are less capable of physical violence because of stature, health, age or gender. The widespread knowledge that the average citizen may be armed can also be something of a crime deterrent.

In the US, the Second Amendment to the US Constitution guarantees the right to "keep and bear" arms, which in modern English means to own and carry.

Good question- without a really good answer. The 2nd amendment to the US Constitution provides that the "right to bear arms" "shall not be infringed". However, this issue has only partly been ruled on by the US Supreme Court. Thus both State and Federal Laws that DO infringe on the right to bear arms have remained in force. The Court has ruled that a blanket prohibition against possession of firearms is NOT legal, but other laws (several thousand of them) remain in force.

Gun laws have been around for centuries. In the old west it was decided that too many people were shooting each other so when a person came into town they had to turn in their gun. Laws place limits on gun ownership. We could do a better job of it and in 1787 when the right to own a gun was written there wasn’t any thought about the military weapons we have today. Just the event at the Las Vegas concert is proof that laws are needed to protect people. I don’t know about you but I like to think I can go places like concerts or football games and not get killed.
