It's not. Mental retardation is a condition, sometimes it can be part of a congenital disorder, other times it is a result of another non-congenital disorder. But it is not a disease.

it is not a disease . a disease is an infectious thing that can pass on to other organisms by the sense of touch. it shouldn't be a disease because are they killing you with the plague
