Because bacteria will grow in the meat once it is thawed and then you put it back in the freezer which just hibernates the bacteria - when you bring it out to thaw again the bacteria just multiplies and next thing you know cooking it just doesn't cut it and you could come down with some life threatening food poisoning. If you have thawed meat that you dont want to eat that day you can cook it into a meal and then re-freeze it, this is ok as long as you only reheat the meal once. You can not keep this meals leftovers for another time you will have to throw them out.

You can, physically, but repeatedly changing a food from frozen to thawed states is going to worsen the texture. Also, thawed food has a chance to accumulate more bacteria, which will gradually cut down on the product's longevity.

Frozen food like meats at a deli are frozen, thawed and refrozen sometimes several times. The meat goes to slaughter, slaughtered, then frozen. The meat then travels to the meat market or deli, unfrozen, cut up into whatever slices of meat they wish to sell, then some is placed in the display and some is refrozen. You purchase the meat from the display and take it home and freeze it.

Refreezing thawed foods severely reduces the taste and quality of the food you refreeze. Not to mention any time spent in the thawed state increases the chance of bacterial growth that may not necessarily be eliminated during the refreeze process. It's better to cook the thawed item and then freeze it in the cooked form. Better safe.than sorry

you shouldn 't re freeze thawed food because bateria and virus grow on the food and if you it re thawed food you will get food posing and this could lead to illness for a very long time
