I believe this is because as people grow and mature they change. When you are not around while this is happening you often don't know how they are feeling or how they changed. This could happen because the sibling being formal is worried about whether the other sibling still likes them or if they can be the way they used to be. The best thing would be to talk to them and let them know you want to have a more informal relationship.
