Also, the show was supposed to last one season, so they didn't have lots of money to keep it on tracks.

Although it ended on TV, the story continued on a couple books. As of now, there are two books (The 4400: Welcome to Promise City and The 4400: Promises Broken) that say on the covers, "A new novel that picks up where the hit TV series left off."
