Galactica was scheduled to be decommissioned because it was the oldest battlestar in the fleet and was thought to be too old to maintain any longer. It was set up to be a museum. The gift shop and exhibits were in the right flight pod area.
That all actually makes sense. What never made sense was that five years later, they had never gotten around to converting it back into military uses.
