When referring to this we must remember that this is a reference to the late Queen Mother, the mother of the current Queen of England. The late Queen Mother was the Queen consort during Hitler's time and also named Elizabeth.
He referred to her as the most dangerous woman in Europe because she refused to leave during the London bombings and continued to visit the bombed out End End during WWII, inspiring the people to resist the blitz.

And I'm surprised as well, given that Hitler died in 1945 and Elizabeth wasn't Queen until 1953.The previous answer didn't understand the question, or didn't realise who Hitler was talking about. Hitler described Queen Elizabeth, the mother of Elizabeth II (The Queen Mother was the consort of George VI) as the most dangerous woman in Europe because during the blitz, she refused to evacuate from London, and still visited the people of London to raise morale. This is why Hitler described her as dangerous. The when was during the blitz, which happened between 7th September 1940 and 10th May 1941. I don't think anyone knows the exact date when Hitler said this.It wasn't a Blitz quote but related to a pre-war visit to France, when she laid a single poppy on a war memorial. However it seems a mystery who he said it to, or why they would have reported such a quote, and when. It may have been British propaganda, or someone may have written that: "when Hitler saw that he must have said..." and it has been endlessly repeated as fact ever since.
