He was remembered for his relief work in Belgium during World War One, and was described as the only man to come out of the 1919 peace conference with an enhanced reputation. However, his 1928 win had less to do with personal popularity, and more with the facts that a) He was the candidate of the majority party in a time of boom prosperity, and b) His oponent, Alfred E Smith, was widely disliked for being a Roman Catholic and an opponent of Prohibition. Hoover's popularity, such as it was, collapsed after his failure to cope with the Great Depression.
When Wall Street crashed in October of 1929, Hoover took no action, expecting the economy to recover on its own. By 1932, the next presidential election year, the economy had not recovered and unemployment had risen to over 30% because of the high number of businesses and banks which had failed. The remaining banks foreclosed on unpaid mortgages, leaving many people homeless. Throughout, Hoover kept announcing, "Prosperity is just around the corner."
