Sugar was a product of the Carribean, Cuba, Louisiana, Florida, Hawaii and several South American countries. Transportation across the Atlantic was risky. Sugar became a worldwide high value commodity. Some European countries, including Germany and Britain, grew sugar beet (a root crop) already World War 1 and on a larger scale in World War 2. One can get sugar that way.

Sugar was still used during WW II although there were shortages. It has always been possible to substitute honey - historically, honey was used as a sweetener long before granulated sugar was. People did not have artificial sweeteners during WW II; those were not invented until after the war.

Sugar was rationed to civilians because it was needed to create food - mostly candy bars - for US troops fighting overseas.
