The 22nd Amendment was made because Congress was afraid that without limits in the presidential office, the president might become some sort of dictator. Remember, this amendment was proposed after President Franklin Roosevelt died, who was the first president who served more than 2 terms; he was elected to 4 terms (Congress didn't want to change presidents during war).
