It means you have cats or small children and you are trying to protect either the tree or them. Also, it's just a unique way of decorating. Other than that, there is no "meaning" behind it.

It was not until the 17th century that Christmas trees were set up as they are today and decorated with homemade cookies, gingerbread, rosy red apples and tissue paper roses.
