Eiffel had a permit for the tower to stand for 20 years, meaning it would have had to be dismantled in 1909, when its ownership would revert to the City of Paris. The City had planned to tear it down (part of the original contest rules for designing a tower was that it could be easily demolished) but as the tower proved valuable for communication purposes, it was allowed to remain after the expiration of the permit. The military used it to dispatch Parisian taxis to the front line during the First Battle of the Marne, and it therefore became a victory statue of that battle.

The Eiffel Tower was meant to be knocked down after the World Fair in 1889, The Eiffel Tower wasn't supposed to be a permanent landmark - the building permit was only for twenty years, after which ownership would return to the city of Paris and it would most likely be destroyed. (In fact, part of the requirements that came with the building plan was that it had to be easy to disassemble!) However, the Tower was so useful as a radio transmitter, particularly during World War I, that it was allowed to remain standing.

the Eiffel tower was intended to be a demonstration of French building skills for the Universal Exposition held in Paris in 1889. In the late 1800s and the early 1900s, the tower had lost its appeal to the general public and authorities thought about dismantling it. Gustave Eiffel had a contract for the first 20 years and fought to keep the tower running.
