The bottom support structure of the empire state building would consist of a large percentage of solid concrete simply to support the weight of the building.
The Tower Bridge was made out of steel for a very simple reason. Steel is a very strong compound, as it is rather dense and has some amount of malleability allowing it to bend in and out of shape if too much pressure is put upon it. So therefore it becoems a very useful metal to use in construction.
