∙ 12y agoIt prohibits "cruel and unusual punishment" (e.g.: drawing and quartering - burning at the stake - etc) - it bans "excessive" fines, and it requires "reasonable bail" be set. It is a general and civilized guideline, codified in the Constitution, as to how to treat the convicted and the accused.
