Very generally speaking, to give a person an advantage over someone with a sword. With a handgun, you could shoot an attacker with a sword or a knife while they were far enough away that you wouldn't get cut.

Like many military technologies, rifles are an improvement over an existing technology; in this case, the smoothbore musket.

Smoothbores were the first firearms - very simply, they were a pipe with one end closed. Gunpowder was packed down at the closed end, with the spherical ball pushed down on top. Unfortunately, in order for the ball to be able to make its way down the barrel, it had to be smaller than the inside diameter of the barrel. When the gunpowder exploded, the gas pushed the ball out; however, due to the poor fit between the bullet (really, a ball) and the barrel, the ball would bounce against the sides of the barrel while it traveled out. This resulted in a very poor ballistic path for the ball, and really, really poor accuracy.

The exact inventor of the rifle is unknown. However somewhere in the 15th century in Europe, it was noticed that the spiraling nature of the arrow significantly increased its accuracy, and that perhaps a similar effect would work for bullets. Cutting actual grooves into musket barrels happened somewhere in the late 15th century, and the result was a significant improvement in accuracy. A rifled musket could reliably hit a target 5 times the distance that a smoothbore could.

Unfortunately, in order to be effective, the lead sphere bullet had to be a tight fit, which required that it be forced down the barrel (as all muskets were muzzle-loaders, since breechloading hadn't been invented yet). This was a very laborious effort, so a smoothbore could be reloaded five or six times faster. Military commanders were not willing to give up the volume of fire potential for an increase in range, so rifles were not immediately used by any military.

Around the middle 18th century, rifles became common for use by sharpshooters and hunters (particularly in North America). Militaries still preferred the smoothbore. It was not until the invention of the Minie-ball bullet in the 1840s that the slow reload problem was fixed, and muzzleloading rifles replaced smoothbore muskets in the 1850s in militaries. The perfection of the breechloader and the fixed cartridge/bullet combination shortly after helped perfect the modern rifle.
