It takes time for the particulate emitted to spread out through the stratosphere, and more time yet to disentangle the impact of that effect upon the climate. Big volcanic eruptions tend to have an immediate cooling effect, which typically last up to two or three years as the particulate settles out. Particulate from dirty coal fired plants also has a slight cooling effect, and the ash settles out within about a year. The long term, lingering effect is from the CO2.

Historically, earth has naturally reabsorbed the CO2 emitted by volcanic activity, such that CO2 levels had not exceeded 300 ppm over the past 800,000 years.
