There is a fuel line access port that should be right behind the throttle body. Borrow, rent or buy a fuel pressure gauge and check the pressure at the access port while you're trying to start the engine.
Any engine that has normal compression, fuel delivered properly and a spark that is strong and delivered at the right time HAS to run when the starter is engaged. If it's not starting it can ONLY be one of the three.

If you didn't fill the new filter up with clean diesel fuel when you assembled it, you introduced air into the system.

i replaced the steering column and the fuel filter. the radio was stolen

try the distributor module . may not be getting fire.

cabin air filter was not install until 1999, in the suburban. so if you smell something check you carpet or under the hood. pest are known to crawl up to get heat from the engine and sometimes get caught when you start it up.
