I assume you mean why won't the mouse work? The mouse pad is just a pad placed underneath some mouses (or mice) to improve their operation.

If your mouse is not working, it'd help to have some more information on what type of mouse it is. If it plugs into the computer, check it is plugged in correctly and into the correct port (usually a USB port) and ensure the cable is not damaged. If it is wireless, make sure it has new batteries correctly inserted into it (assuming that it uses batteries), etc. Again, it'd help to know what kind of mouse you have before I could help, as there are many different types and each type operates in a different way.

EDIT: Sorry, just noticed this was posted under laptops, and realized you might have meant the touchpad you find on most laptops. If that's what you mean, then I'd guess the problem probably isn't something you could fix yourself - if the problem is that the laptop touchpad isn't working (and you've tried restarting the computer a few times) I'd suggest taking your laptop to a computer technician.

Buy a new mouse pad? I never heard of a mouse pad not working because its just some type of fabric with I think rubber on the bottom that holds it in place.

What is mouse DPI?

DPI is dots per inch, it also relates directly to the mouse READING, along with the movement on screen. So that said, if you use a 1024x786 screen resolution, using a 1000DPI mouse, it would 'technically' take 1 inch to move from one side to the other. But it also relates to how many 'screen shots' the mouse takes per second. So higher DPI = more screen shots per 'movement cycle' which translates into a smoother movement of your mouse, and yields a higher speed. You can also reduce your movement speed (most commonly done in the game you are playing) to adjust the higher speed. So if you go from a 400 DPI mouse with 4 sensitivity, a 1600 DPI mouse and a 1 sensitivity would give you the same speed, but higher precision.

A computer with an attached mouse allows you to move a cursor (often an arrow) around on the screen. Advantage and disadvantage of mouse?

There are many advantages of mouse rather than disadvantages. It helps you to browse and navigate on the screen easily. Without mouse, you would have to use keyboard arrow keys all the time for scrolling up and down. Also, it makes easy to click on links and buttons on the screen. If you are a geek and have hands on the keyboard, you may avoid using mouse, since it may consume time to always pick up mouse when you trying to complete tasks such as data entry in a quick speed.
