As water boils, it loses it latent heat (heat involved in a change of state) and cools. That's why you can never heat water above 212 (at sea level). Even if a direct flame (which could over 1,000 degrees) touches the cardboard, that cardboard will have to expel its water -- i.e., dry out -- before it can reach its kindling point.
