It might need a new battery.
Its probaly because it will take up too much space on your ipod.
First, try dragging the apps from the app section in iTunes onto the iPod drive (where it shows the name of your iPod), and see if it will load and transfer from there.If that doesn't work, try manually downloading the app onto your iPod Touch via a Wi-Fi connection.
Go to "settings" > "Mail, contacts..." > click on the account you want to turn off then click the button that will say "on" if on.
Does it turn over? Does it have fuel, spark and compression?
you wont have to, because once you jailbreak it you can download a program called dTunes that lets you download free music, videos and torrents. but Yes i pritty shore that iTunes still works with a jaibreak iPod, unless your ssh ing or VNC
if it wont turn on
An iPod with a dead battery will refuse to turn on, and it will say to plug in first. In order to turn on a uncharged iPod, you will need to plug it in for a few minutes first.
Hold down the menu and select button and the apple should show up!
try charging it or connecting it to itune

go to professional electronist.
plug it in then leave it then unplug it, it should turn in then
make sure it's charged and the hold ins't on.(I know sounds stupid for my to say it but you'll be surprised) If that doesn't work contact apple service & repair.
if it has a green light when you turn it on
Place it on the charger once its starts to charge it will automatically come on
If its an ipod, try reseting it ( http://docs.info.apple.com/article.html?artnum=61705 ). Otherwise, post the make and model.
