Flapper valve is bad. Costs about $2.00 for a new one. has a chain on it, pull old one, install new one, adjust pull chain to right length. If the toilet bowl level gets low you have an internal crack in the bowl and need to replace the toilet. Or get a shorter dog!
If your toilet in the tank has the type of float that rides up and down on a shaft, the flush valve tube, instead of the older ball float, under the top of the fill valve there is a rubber disk about the size of a quarter. This gets stiff with age and do not allow enough water through. Solution: Turn the water off and flush the toilet. Grab tight the top of the fill valve where the small tube is attached. It is at the very top of the valve tube, may look like a small hat. Hold the flash valve tube tight, don't let it turn, and give the top of the valve tube, the "hat", a quarter turn counter clockwise. The top of the valve ONLY will come off. This washer is right under the top of the valve. Just replace and reassemble.
It may be that you have a small leak. An easy way to check is to add some food coloring to the tank and give it some time. Look in the bowl for the color. I have used cool aid to do this check when food coloring was not handy.
Water would drain from the toilet bowl if there is a crack in the lower part of the toilet. You would possible see water or signs of damp around the base. There is unfortunately no 'fix' for a crack in a porcelain bowl. If this is the cause then you need anew toilet.
If you mean lowering the level the water is when it stops filling then the answer is that you can't. Some fill to a low point maybe 1/4 to 1/3 of the bowl and others are at 1/2 or more. This is how they are designed and there is no way to change it. It's how the bowl is cast.

I'm no plumber, but it sounds like there may be air trapped in the lines. If you really want to know, make an appointment for a plumber to check it out.
Stop drinking for a couple of weeks and see if the flushing stops. If you can't stop drinking for that long, you have a much bigger problem than the flushing.

It's something wrong with the pipes! One pipe is on too tight so it whistles when flushing. Here is THE answer!!! I did it to my own toilet. A plumber came over to fix our stuck toilet... The first thing he did was turn off the water supply valve at the back of the toilet. Then he unstuck our toilet. When he left, he turned the water supply valve back on, but he turned it up to high. the water pushes the air up through the pipe and the pressurized air comes out the top little slits on the stopper thingamagigie. To put in words you can understand, it's like blowing a flute. The Fast fix is to do this... Turn the water valve one way and then another. You will know when the water flows faster because the whistling will still be there. What you want to do is SLOWLY turn the water valve to the off position UNTIL the whistling stops and then a little more. You now have water coming in, but not at a speed to pressurize the air and make the whistling sound!

Fluctuations in city water pressure. Sometimes this is a bad toilet ballcock. Test by turning water off to one toilet at a time to see if it stops.
