Answer
The bulb may be blown or may have been removed. If you just bought the car, I would suspect that someone removed the bulb to hide the fact that there is something wrong with the emission's system. This is a violation of Federal Emmissions Laws. Contact your local county or state attorney general if this is the case.
It is probably a burned out bulb and I don't think it would be worth the trouble to go to the attorney general over it. You could but it wouldn't be worth your while. I would replace the bulb and put a code scanner on it to check for codes and procede to fix any issues from there. I assume you have noticed nothing amiss with the car's drivability, only that the light doesn't come on. Correct??
