Why would a 1990 Civic not go into park but if you wait a few minutes it is okay and the key will come out?

I'm not actually sure, but I have the same problem with my girlfriend's. I've noticed that it's only in the cold weather though, once the engine is warmed up it seems ok.

Do you know where to add transmission fluid? I can only see the brake and power steering fluid caps. I must be blind.
