Some town cars have a blower cut out switch for when the engine is cold. This cut out applies to the floor setting. Try adjusting the temp to max heat and use the upper vents in stead of floor to get the heat started. My T/C has this problem also, currently I'm trying to locate the cut out unit so I can bypass it.

Modern plastic cars make it difficult to ground components. Temporary solution:
use a long tool such as breaker bar; place end on the blower motor and whack it
with a hammer or other heavy object while engine and blower running; should begin to work. Permanent fix: attach a permanent ground wire from the blower body to a
solid object such as heavy frame part or engine bolt. (I've been using the temporary
fix for about two years. Works winter or summer.)
