Cats usually hiss when then feel threatened. The person posing the original question didn't cite whether the cat was male or female, but I would imagine that a male cat would hiss at a litter box more than a female if it detected another male's urine present. I don't think this is a common trait among the cat family, and your cat hissing at a litter box just might be something peculiar to your cat. Does it hiss at other bizzare times? Its behavior sounds a bit like a personality disorder and irrational. Does the owner pay a lot of attention to the cat? Perhaps that would help to soothe it. Does the owner talk to its cat? All animals love to be talked to and they all can easily detect the mood of their master. Often people do not understand how very intuitive cats and other animals are. They are extremely perceptive creatures. Just as in almost everything else in life, the more you put into them the more you get back. If you are mean, your pet will be mean. If you are loving, your pet will be loving. Finally, if your pet is acting aggressive and mean, first look into a mirror to find out what kind of a person you are.

What is the place that the cat uses most? put the kitty litter box in that place and day by day move it closer to the spot you would like it to be.

If you have had any other cats that peed outside of their litter box, your cat may be marking its territory. If not, your cat may have a urinary track infection. If it was my cat, I would take it to the vet to get it checked out.
