It is not always the mouth. I have been grooming dogs for 8 years. Often it is the ears or anal glands. If there is an infection in either of these three areas the smell can get quite noxious. Also many dogs develop skin problems from Allergies or poor grooming practices, which can also cause a bad odor. Cheap grocery store dog food, inadequate brushing and bathing, rolling in stinky stuff, you name it. Dogs that swim generally have a 'swimmer funk' from certain areas of the body such as the flaps of the underside of the neck, armpits, and between the rear legs when these areas do not completely dry (which can cause bigger issues than odor such as hot spots, fungal and bacterial infections.)

Bath your dog several times in hot water with a detorterizing/ scented shampoo. You could take a cloth and pour some vinigar on it and wet your dog down with it, that would get the smell out. Just be prepared to have a vinigar smelling dog for a while until the smell of vinigar wears off.
