several posibilities, non functioning EGR valve, clogged EGR passageways, cheap fuel or dirty combustion chambers. If check engine light is on probably an EGR problem. if not try filling up with shell v-power and dump a can of fuel injector cleaner in tank. run that through and see if any better.
On my '89 Mk VII, it's on passenger side in front of rear tire just inside of rocker panel

Its very difficult and quite involved. All I can tell you is be patient and take your time. A 90 is different than a 89 .Wiring will not match up so be prepared to change that also. Good Luck

ok if it is anything like the 89 Lincoln mark 7 all your have to do is open the trunk. Take the spare tire and coverings off that side. The look for a white button behind a stuckture bracing. it is attached to it.
