Why would someone splash water on your backpack while you are walking to the library?

A bully will splash water on your backpack, or find other ways to pick on you because they are insecure about themselves-
It makes a bully feel better by putting someone else down-
The best way to counteract bullying is by either completely ignoring the bully until he/she feels that tormenting you will have no effect- or report them so they know you can stand up for yourself and you mean business.
