When out of swimming pool the water molecules on the surface of our body escapes with the heat we are possessing at the body surface .This can't happen inside the pool.So we feel colder out of the pool right after we come out.
IN ADDITION:
It takes longer to heat or cool water than it does the air. If a pool has a temp of 68 degrees, it can take 2-5 days for the water to reach the outside air temperature.
