Hi I had this problem with the windshield wipers an i found that one side came loose,so i took it apart an tightened it.
if its the driver wiper that doesn't work, its probably the control rod broken. the passengers wiper is driven by the motor, the drivers by the linkage from the passengers wiper mechanism
20 on drivers and 18 on passengers
The nut holding the wiper arm to the wiper transmission is loose. Shut the wipers off, move drivers side wiper where it should be in the off position and tighten nut. There may be a plastic cover over the nut that you must remove to gain access.

You can find your 1999 Ford Expedition front windshield wiper fuse in the fuse box. The windshield wiper fuse will be in the second column, fourth from the top.
The larger wiper blade goes on the drivers side
Could be he wiper motter or the fuse.
Under the access pannell on the drivers side of the dash
Check your wiper linkage under the hood and/or the tightness of the wiper arm on the wiper spindle.
