The fuel to air mixture is too rich. To fully answer your question I would need to know what kind of car, make, model, year. Is it fuel injected or carburator? Is it cold out or warm where you live?

depends on what type u have . if it's a carb like the other guy said it might b running rich or the choke might not b shutting off right if it's fuel injected then the oxygen sensor is to blame
