Several problems could cause this. The most immediate and obvious would be either burned out bulbs or a burned out fuse. Hopefully this is all it is. In many cars, the flasher lights will not flash if one of the bulbs burns out. Replacing the burnt out bulb remedies the problem. Replacing a burnt out fuse is even less expensive than a new flasher bulb. Hopefully it is not caused by a broken wire somewhere in the system. A broken wire can be maddeningly difficult to locate. A more complex cause would be a burnt out circuit board that the flashers use to control the flasher signal. Detecting that might require going to a mechanic with diagnostic equipment.

The emergency flashers are "ON". The two wires that feed the lights are shorted together. Check the front turn signals also for both being "ON"

The emergency flashers and the signal lights are separate systems. Each has it's own fuse, switch and flasher relay. If your turn signals light up but don't blink I would blame the signal flasher relay.
We need more information. Never work? Come on and not blink? Do the 4way flashers work?
The bulb is bad. Turn signals and flashers use different bulbs.
I have a 1998 Sable and have not yet found the dash kit / conversion kit that works with the electronic climate control.This would apply to all 1996-1999 Ford Taurus and Mercury Sable models with electronic climate control.Some people have installed a radio into the space below where the ashtray is. Very ambitious project.Search around the Taurus Car Club site and you'll find some photos of how they did it.
Usually that would be the case, however their are variations in both cars.
