Water, yes. Bleach, absolutely not! All plants need at least some water in order to put on healthy growth. Bleach adds nothing to the micro-environment surrounding the plant and will, in fact, kill many of the microrhizzae that plants need to help them convert soil nutrients to a form that the plants can use.

In greenhouse plant production, it is important to sanitize the pots or containers between successive crops, so bleach can certainly be used for this purpose. One just needs to be certain that the containers receive a thorough rinsing before planting of the new crop.

Yes, bleach is a form of acid, there is likely to be a better solution for whatever you are treating that is less harmful to the plant
