Yes it will because if you have a warrant out for your arrest, as soon as you try to board a plane (unless it is done with a false identification). An outgoing passenger background check is conducted on all passengers on overseas flights. They will arrest you at the airport because you have not gone to trial and been sentenced for your charges.
You will have to go through the legal system and finish your case before you can relocate to london. You should be able to get your passport, the only issue will be using it to travel out of the country and/or relocate
