Mothballs(naphthalene, 1,4-dichlorobenzene) are ineffective as rat repellants.
Rats adapt to bad smells quickly, after a few days it will not make a difference. Mothballs are sightly toxic to mammals(much less than insects) so the rats might get a little sick but it's unlikely that it will affect the rats behaviour. Using it indoor is a bad idea as the rats stand a better chance of enduring the odour and toxic effects than the human who attempts to 'ratproof' his house with it.
A much better alternative is sulphur powder. It can be used outside as well as inside, it can be sprayed into rat holes or into building insulation. It is completely harmless to humans but it's important to note that it can be a fire hazard especially if you disperse it as a fine powder. It would be sensible to mix it with a fire retardant(calcium carbonate etc.) before you use it in places you can't reach. Whatever you do, always test it outside to see how much a fire hazard it is before you take it indoors.
