Cps called and made threats. The mother left the state to live with a family member because of that two days after the threat was made. Does cps have authority in another state if they cannot find the mother??

Depends on a few additonal factors like was/is she the custodial parent? Is she running from a criminal charge as well? Does she have a prior judgment giving her sole custody? And then ~ which state did she leave?

Yes, Social services can remove a child from a home for a variety of reasons. Repeated, or constant truancy is, in most places, a valid reason for removing a child from a household.
