Windows Vista does not officially support booting from a FAT32 drive, although it is technically possible. Vista supports FAT32 on Flash drives and hard drives, although it will not format a hard drive over 32 GB as FAT32.
Windows 7 can read and write drives formatted FAT32. Windows 7 cannot be installed onto a FAT32 formatted drive though, it must be formatted NTFS.

The Hard Drive with Windows Vista installed on it would not work in Windows 98 unless you reformatted it using the FAT32 File System, thus erasing all data. Windows Vista uses the NTFS file system, which is not supported by Windows 98.
