Simply having an account with administrative privileges will Not work.
You need to enable the Administrator account to be shown on the login screen (read up on the net on how to do this) then log into that account and run the program. Will work fine.

There are no real benefits to running Windows 2000 instead of Windows 7. Windows 2000 is no longer supported so any security vulnerabilities will not be patched and any issues will not be corrected.
