In order to really gain muscle size from weight training, you have to eat in excess of your maintenance calories, and lift heavy. Your genetics also play a role in how much muscle you will put on from weight lifting.

If you're looking to simply lose weight, weight training is, in my opinion, a better choice than doing strictly cardio. This is because your muscles are then burning extra calories even at rest. Whereas when you do cardio, you are only burning extra calories during that cardio session.

If you are trying to put on as much muscle as you can, and eating about 600-700 calories higher than your maintenance, then you will definitely get bigger, and not lose much fat, if any at all. You will probably even gain some fat in the process. However, when you decide to diet down after putting on some size, the extra muscle will help burning off extra calories.

Just remember that exercise alone won't make you gain muscle or lose fat - diet is the most important. You need to eat according to your goals.
