Sort of. Most of them count the number of revolutions of either the supply (left) or take-up (right) tape spool. Let's take a counter on the supply spool. As you play a tape, the size of the tape pack changes from its maximum, down to the size of the actual reel hub at the end of the tape. This means that the number of turns of the supply reel - per (roughly) 9.375 feet of tape and thus per minute of playing time - is changing all the time. The counter will go slowly with a full tape pack (large diameter), faster as the tape is played (small diameter). As well, tape thickness depends on the cassette's playing length. A C60 uses thicker tape than a C90, which uses thicker tape than a C120. As well, really short tapes (say, C46) probably use the same thickness as a C60, but put less tape into the cassette. So.... 1. You can calibrate your counter by playing a tape and writing down the tape counter numbers every (say) 5 minutes. You could then sketch a graph or do some math to get the counter number for each minute of playing time. 2. You'll need to do this for each different tape thickness, but you may find a simple proportion between standard play lengths C60, C90 and C120. Also, don't expect the same counter readings from one deck to another, especially if they are from different makers. Some videotape players use a roller or measure the control track impulses, and these do give a true reading in minutes of time.
