AKA, Check Fraud. Someone wrote a bogus check - the money was not in the bank when the check was written.

A check is a written guaranteed promissory note (IOU) signed by the issuer stating that funds are available to the person to whom the check is issued that upon demand (deposit) of the bank, they will be paid accordingly.

When that promise is broken - a legal matter - the issuer can be arrested and be ordered to make good on the check or face jail time.
