Would any other thing cause a 1995 eldorado not to start beside the starter?

Here are all the issues for all the vehicles. Did you change fuel filters ? If so double check they are on tight and are mounted correctly and vehicle has been primes. If not does you vehicle have power to crank the starter. Check your voltage if starter clicks that means not enough power to start it. If you jump your car and it starts disconnect the black negative wire if vehicle dies then its your alternator is bad.
