the phases of the earth from the moon is half of the earth because it depends where you are looking at on the Earth but it would still be half of the Earth showing.But the Earth also revoles around the sun so we would see no new Earth, but we would see all of the quarters and we would see any and every waning and waxing gibbous.

First of all, it isn't called "rotate". If one body moves in a circle or ellipse around another, the correct word is "revolve". Rotate means an object moves around its own axis.

If the Moon didn't revolve around the Earth, then it would fall right onto the Earth.

If it were somehow, "magically", held in place, there would still be phases, once a year. This is because Earth + Moon also revolve around the Sun.
