Once again I stress COMMUNICATION SKILLS. If you can't talk to each other as not only lovers, but each other's best friend, then how on earth do you think you can deal with more important problems. Both of you had painful divorces (all divorces are painful and I'm one of the many) so there could be some trust issues on his part because of the pain he has been through in the past. A person can tell you 50 times a day they love you, leave to go work, say they are working late and may be having an affair. Whereas a partner may not mention the word "love" but their actions speak volumes by the way they treat you. "Actions speak louder than words." Especially men (there are many) find that saying "I love you" is extremely hard to say, but it doesn't mean they don't love you.
If you remember in "Ghost" with Demi Moore and Patrick Swayze she would always tell him she loved him and he'd say "ditto." He did love her in that movie with all his heart and after his death he realized he should have told her.
