A great deal could have happend over the past 20 years. The most likely being the other party is happily married and does not want you to rock the boat after 20 years.

I see this in a different way. It does seem a little strange that someone so close to you would not at least say Hi wow, its been a long time or something like that. They could then go on to inform you they are married and keep the contact very casual and brief. So you get the message. I would be afraid that by not answering you, you might go to another extreme to get in touch. Instead it is more like by not answering, it is like holding the door open but not moving. Until they answer they can still answer if that makes any sense. Seems kind of evasive almost. Be careful if they do answer in the future.
