Try rubbing alchohol, it will usually remove even permanent ink. Alchohol prep pads are a lot easier than bringing a bottle of the stuff, which might get you in trouble at school. Or visit the school nurse and see if they will give you a couple of the pads or a couple of alchohol soaked cotton balls.
But if the ink has penetrated into the paint, you may not be able to get rid of it.
Just don't tell anyone that it is there. You will eventually get a new locker. It will be okay.

Why not ask the custodial staffer what the cleaning staff use to get that stuff off?
As a last resort, use a green scrubbie pad and some scouring powder. Wet the scrubbie, put on some of the powder and go for it. The finish on lockers is usually pretty tough, and you won't usually have a problem removing that coating to bare metal. Note: you will end up with a "dull" spot where you scrubbed the surface. A hint of car wax or the like will kill a bit of that dullness and restore a bit of shine to minimize the damage.
